Please refer to this guide for creating the request URL to make API calls using the API services. Attached the sample request URL below to get a list of available user lists via API. For your other concern related to adding the members to the user list, it is currently not possible to mutate the members of the user lists via Google Ads API Beta. Our team is already aware of this request. Please keep an eye on our blog post for updates related to this.
