ad approval/disapproval. Below you will find my answers to your concerns.

1. Is there a method to see if an ad has been approved or disapproved?
You should be able to use ad_group_ad.policy_summary that specifies the current 
status of review for an ad. You can find the list of statuses here.

2. Is there a method via the API to inform us that the ad has received 
improvements and can be re-approved?
Unfortunately there is no method via the API to help fix disapproved ads. 
However, to fix disapproved ads, please see here for more information on how to 
fix the ad and go through the approval process once more.
