Hi Yair, Thank you for reaching out to us. I see that you have a question on Keyword Planner's Forecasting metrics that says it requires a KeywordPlan in order to work. If you see here the keywordPlanCampaign and keywordPlanAdGroup are there and required for forecasting purposes, as they set other criteria/keywords to target including CPC bid, network, location and language targeting, which would be beneficial to have in forecasting metrics. I would suggest to follow through with the Keyword Plan to obtain the metrics to see what changes you can make to your campaigns and adgroups. Let me know if you have further questions.
