For your second question, as long as you have partial failures enabled, the conversions that didn't cause an error should be uploaded. The error logs should show which calls were successful and which failed. It can take a few hours to see uploaded conversions. If you're still having issues, could you please share your client customer ID, name of the conversion action, and the complete detailed request and response logs for the upload call via Reply privately to author so I can further investigate the issue? You can find information on enabling logging in the ReadMe of your client library.
