Hi Pete, You should use the manager account that contains the conversion action that generated the GCLID. If you are still unsure, please share your manager account client customer IDs and the name of the conversion action you are uploading to via Reply privately to author so I can further investigate the issue.
Based on that error message, it sounds like you are trying to upload your GCLID to a conversion action that doesn't exist in the account you're uploading it to.
