Thank you for reaching out. Yes, you could either use the Google Ads UI or 
Adwords API or Google Ads API to create and manage campaigns or download 
reports. They may have some differences out there but most functionalities are 
consistent. If one feature is not found, you could always try the other API or 
the UI.
