Hello Dmitry, I realize in the Change History that this event is missing; I also was surprised not to see it there. I've filed a feature request to add this to the UI so in the future there is less confusion. The only way I was able to track the date down was to go through our back-end systems to find when that setting was changed, and our back-end systems are telling me it was July 4th that the value changed. This would explain the failures that you're seeing.
Were you able to try a conversion that is later than July 4th to see if it's working?
