Hi,

Thank you for reaching out. You can use the AdGroupCriterionService and set the 
userStatus of the criterion to PAUSED if the audience is set at the ad group 
level. Similarly, if it is set at the campaign level, you can use the 
CampaignCriterionService and set the campaignCriterionService to PAUSED.

Similarly, if you're using the Google Ads API, you can use the 
AdGroupCriterionService to set the status to PAUSED or the 
CampaignCriterionService to set the status to PAUSED.
