Hi,

The field targetAll of TargetingSettingDetail (AdWords API) is equivalent to 
the field bid_only of TargetRestriction (Google Ads API).

It is possible to specify the same behavior using AdWords API and Google Ads 
API, I clarify the related types and fields here:

TargetingSetting (AdWords API) is equivalent to TargetingSetting (Google Ads 
API)

TargetingSettingDetail (AdWords API) is equivalent to TargetRestriction (Google 
Ads API)

criterionTypeGroup (AdWords API) is equivalent to targeting_dimension (Google 
Ads API)
targetAll (AdWords API) is equivalent to bid_only (Google Ads API)
