Hi,

I have 2 questions here about last_change_date_time in change_status.

   1. Does it support timezone?
   From my local test, I can not specify the timezone with my query, and it 
   looks like the service uses the timezone of the queried account by default. 
   If that is the case, it may be inconvenient if I want to query based on 
   UTC or some other timezone. 
   However, AdWords API supports timezone 
   
<https://developers.google.com/adwords/api/docs/reference/v201809/CustomerSyncService.CustomerSyncSelector>in
 
   the query towards CustomerSyncService. 
   Is it possible to support timezone in change_status query? 
   
   2. Does it support the Time part like "2020-09-26 01:23:45"?
   From my local test, it does, and I can specify the concrete date and 
   time in query and get concrete date and time from response. 
   However, from the API description 
   
<https://developers.google.com/google-ads/api/fields/v4/change_status#change_status.last_change_date_time>,
 
   it looks like that the data type is DATE. 
   Can you please help clarify about that?
