The AdWords API Keyword Planning matches the legacy AdWords UI that did sunset 
some time ago. The new Google Ads API Keyword Planning 
(https://developers.google.com/google-ads/api/docs/keyword-planning/overview) 
matches the new Google Ads UI more closely. Many of the features you see in the 
UI today for keyword planning are not available in AdWords API. That's why the 
results are different. However, you can upgrade to the Google Ads API that is 
now in GA, and you'll be able to use many of the features you see in the Google 
Ads UI with the data matching more closely.
