For monthly invoicing, you can use the InvoiceService to retrieve invoices metadata for a given month of a Google Ads account that has opted in for monthly invoicing. You may refer to this document to read more information about Invoice Service. As for your questions about retrieving information such as the payment setting, preset amount for automatic payments, and credit line, I am afraid that there are currently not possible to retrieve using Google Ads API / AdWords API.
