Since you mentioned using the v4, could you try and use the latest version instead? You may then retry the request and if the issue persists, please provide the complete and updated request and response logs. Also, I had to remove your recent reply since it contained your account information. You may then send the logs, along with your customer ID using the Reply privately to author option.
