On the AdWords API perspective, you can use CampaignCriterionService.mutate to exclude specific categories for content label. For the 'Content suitable for families', you may try to set the category 'VIDEO_RATING_DV_G'. As for the 'Sensitive social issue', this is not supported in the said API. However, I would recommend using CampaignCriterionService.MutateCampaignCriteria request of Google Ads API as you can set 'SOCIAL_ISSUES' for ContentLabelType. Hope this will help.
