Hi Mikel, In the guide that Ernie provided, it is suggested under the Constructing a campaign and 'Creating a campaign' subheading, that Target CPA is the only supported bidding strategy for Universal App campaigns. However, this bidding strategy is supported in the Google Ads API. Please see this guide for details.
