Hi,

Thank you for reaching out. As each Payments account corresponds to a single 
invoice, you would not be able to set up billing for multiple Google Ads 
accounts with the same Payment account without consolidated billing. However, 
you could group multiple Google Ads accounts in the same invoice by setting 
their billing setups to use the same underlying Payments account if you apply 
for consolidated billing. All accounts appearing on one consolidated invoice 
need to be linked to one common manager account, known as the paying manager. 
Please refer to this guide on how to set up billing.
