1. Create a production manager account via this link. 2. Apply for the Google Ads API access by signing in then navigating to TOOLS & SETTINGS > SETUP > API Center and filling out the API access form. Once you submit the form, you would be granted a developer token with Test access. 3. Create the test manager account and test client accounts via this link. 4. Get the client library with preferred language and set up using the steps listed here. 5. Set up OAuth2 authentication following instructions in this guide. 6. Make the Google Ads API calls against your test account using the client library.
