Could you confirm if my understanding is correct that you want to exclude specific device type at the campaign level? If yes, then I am afraid that it is not possible according to this document (DeviceInfo). However, you may set 0 to the bid_modifier of CampaignCriterion to opt out of a Device type. But I can see that you already doing the above statement.
