It appears that you want to create and get custom audience using API. The creation of custom audience is only supported in Google Ads API so let me provide guidance on how to create and get using it. To get you started, you will need to set up your API environment. In order to do so, you may follow this guide. It includes downloading of Python client library or other client libraries supported by the APIs. After setting up the API environment, you may then start creating custom audience by following this document. As for retrieving the information of the created custom audience including its ID, you can use the ad_group_audience_view and include the ad_group_criterion.criterion_id.
