What is currently available in the conversion_action report is to determine if a certain conversion action is a conversion_action.type = WEBPAGE. Associated URLs currently cannot be retrieved via this report. On the other hand, you should be able to use the landing_page_view to aggregate metrics at the unexpanded final URL level, and you can segment this using the segments.conversion_action field.
