Hi Yossi, While it may be possible to allowlist a test account for customer match (you may reach out to your Google representative for more information or confirmation), I'm afraid that it would not be possible for ads or entities belonging to test accounts to serve and generate statistics.
That said, the only sandbox feature of the Ads API is by way of using test accounts and via this feature, your userlists may automatically close, as briefly discussed as well in this old AdWords API's documentation.
