As for the "Billing setups can not be used based on current status of the customer." error in the UI, we are still discussing this issue. We will provide updates here if I receive some from the team. The workaround for now is to create it using API as also suggested on one of the comment here. Moving forward to your question about PHP client library, I would suggest referring to this document as it explained how to configure this client library. Also, you may check this document to know what fields you need to supply for creating client account.
