Kindly note that billing setups can only be created by customers who have 
permission to setup billings. For this you have to reach-out to the Google 
Representative for help in setting up permissions. They will grant you 
necessary permissions for setting up billing. If you don’t have one, then that 
means you were not assigned one. You could then reach out to the Google Ads 
Team to consult if you are qualified to have one via this link.

Once your Google Ads account has the necessary permissions, you can then 
authenticate as the user associated to the said account when performing billing 
setup related requests via the API.
