Regarding your question if there is an API that makes changes in the Ads account without describing the change under the History Changes tab, there aren't special API's for secret changes. Could you give us a scenario where making a change in the UI ends up with no description in the "Change History" tab for the change while using the API for the same change does create a description in the "Change History" tab?
