As for your concern if Google will allow to use the Ads API for the SEO Apps, 
since the API is publicly available then you can feel free to integrate the API 
to the SEO Apps or to any other 3rd-party applications. However, as to how 
Google policy will say about this is already out of our expertise. As 
previously mentioned by Peter, we suggest that you reach out to the Product
