Since you've mentioned that you were able to pull a report from the API from the given combination of dimensions and metric, could you share with us the API report that you've been using? As for your concern on pulling two different reports and join the data on Keyword and URL, you can only pull two different reports individually. Joining different report tables isn't possible in the API. As an aside, if you're using the Google Ads API, you can make use of these available tools (Query Builder | Query Validator) which helps you organize your query.
