Since you're concern is getting all negative keywords (includes Ad-Group level, and not only the Campaign level), you can utilize the Keywords Performance Report since this report already includes all statistics aggregated at the keyword level. To capture those negatives, add a predicate for IsNegative IN [true, false] or IsNegative = true. Hope this helps.
