You may use the Geo_target_constant report in Google Ads API to download the 
geo targets. Then, you’ll need to create a post process that will transfer the 
API response in a CSV file. Kindly note that there is an existing feature 
request to download the report in the CSV file. With this, I would suggest 
keeping an eye on this blog as we will post any relevant updates when they 
become supported.
