Could you provide more details to "restricted capabilities" so that we could check if the features you are looking for is available in the test account? As for the customer match, advertisers need to be allowlisted by meeting the requirements, then reach out to the Google representative to enable this feature for the production account. As for the test account, customer match lists are not supported in test accounts and will automatically close upon creation. With regard to the bid modifier, it can be managed in the test account using API and you may refer to this document to know more information about it.
