For "either change ownership", if you want to change the API user account that managing report, then you can choose one of the login user account that has access to the manager account of the client account you want to generate report. The next step would be to generate oauth2 credentials using that login user account, configure it to your client library and generate refresh token. Lastly, generate the report again. As for "find a way to delete (if obsolete) from their internal dashboard", if your concern is within your platform, then I am afraid that this is outside of our scope as our team doesn't have access to any platforms where Google Ads API is implemented. You may coordinate with your developers in order to remove the report in your internal dashboard.
