Yes, Audience is excluded by setting IsNegative= true. As for your second question, if you just want to get the negative audience user list at AdGroup Level, then you can use the get() method of the AdGroupCriterionService and filter it by isNegative = true and NegativeAdGroupCriterion. If you encounter issue while getting user list excluded at ad group level, we request that you provide us with the complete SOAP request and response logs generated on your end via the Reply privately to author option or directly to our [email protected] alias, in order for us to investigate further. In the AdWords API, you can enable logging by going to the steps discussed in the respective Github documentation of your chosen client library. Let us know if you have any further questions.
