The report type that you can use to identify on when a specific ad group was created or changed in 'ACTIVE' / 'Enabled' is change_event. However, if the ad group was created or changed in 'ACTIVE' / 'Enabled' beyond past 30 days, then I afraid that it will no longer be retrievable using the said report type. With this, I would suggest that when ad group was created or changed in 'ACTIVE' / 'Enabled', then perform the change_event and keep the returned details for this ad group for future reference.
