Upon checking on my end, one of my colleagues has already sent a private response to your concern. However, it appears that you did not receive it. With this, allow me to reiterate it here and you can see it below: "Thank you for your patience. I work with Mark and allow me to assist you as well. The system does not recognize the GCLID you are uploading. I would recommend that you first perform a click_view request for all the accounts you are managing to identify which account the said GCLID (click_view.gclid) belongs to. If the GCLID belongs to one of the sub accounts that your MCC is managing, then since you have enabled cross-account conversion tracking, you should be able to upload the said GCLID. However, if the GCLID belongs to an account outside the hierarchy, then it would not be possible to upload this." Let me know if you have questions here.
