It seems that the bid strategy that you are trying to apply to your campaign is MAXIMIZE_CONVERSIONS. As you can see in this reference page, MAXIMIZE_CONVERSIONS works only with Search campaigns. You will need to use a strategy that is compatible with your campaigns. Let us know if you have any further questions.
