As per this migration guide, the ManagedCustomerService is associated to these 3 API services (CustomerClientLinkService | CustomerClientService | CustomerManagerLinkService). As for your question on getting all account/customer id and name, you can check on this Get Account Hierarchy guide instead. Hope this helps.
