Could you confirm first if what you mean for 'general device setting of campaign' is that you want to just exclude or target devices? If yes, then I am afraid that this is not possible as discussed here (DeviceInfo section) because the main use case for device targeting is to adjust bids for a specific device. As a workaround, you can use 0 to the bid_modifier of CampaignCriterion to opt out Device type. I tried configure DeviceInfo in Campaign criteria but it's only works with bid modifiers. But i don't need ant bid modifications just general device setting of campaign. Let me know if you have further questions.
