You may use the keyword_plan report in order to get a list of Keyword plans. You may use the search method in the REST interface to get the keyword_plan report. You may refer to this guide for a search method example in REST. Also, you can make use of keyword_plan_query_builder and Query Validator to help you construct and validate queries.
