If the user's request for a basic token has been denied for a specific reason, then they can use your developer token. If you have a concern about reaching the operational limit because multiple users will use it for their accounts, then you can request a standard access for your developer token. I suggested it because the standard access for developer token has unlimited number operations per day. You can request standard access for your developer token by following this guide. As for the other limits for the Google Ads API, I would suggest referring to this document.
