You do not need to create a new manager account. Your old developer token working with the AdWords API should work fine in Google Ads API as well. With regards to refresh token, you may regenerate credentials and refresh tokens. For more information, you may refer to this guide. Note that in your API requests, you’ll need to make sure with OAuth2 credentials that are generated using the email with the appropriate access to the accounts (customer_id).
