Thank you for your question.

You can track your campaign location criteria performances by using the 
location_view report. From the metrics available in the said report, you can 
formulate conditions that would then trigger a call to the 
CampaignCriterionService.mutateCampaignCriteria to UPDATE the status = PAUSED 
of the said location criteria.
