Thank you for raising your concern.

To answer the question, you need to set the customer Id of the Google Ads 
account where your conversion action is created. If your conversion action is 
created at the client account, then you need to set the customer Id of the 
client account to that field. However, if you are using cross-account 
conversion tracking, you need to set the manager account where the conversion 
action is created.
