Ok, so we talked with the Google Ads Product support team. And they told us the following:
Actually the "wbraid" is automatically enabled for all accounts. The "gbraid" is not, and that one is the one you need to go through a Manager and get into the allowlist. So the documentation here: https://developers.google.com/google-ads/api/docs/conversions/upload-clicks is confusing. It should say that "wbraid" does not need to go through an allowlist and is by default enabled. Also, there is not a way to "ask" for a Google manager or representative.
