We are currently using AdWords API v201809. For our campaigns that use a bid strategy of TARGET_CPA, we are able to access the value from the targetCpa field in the TargetCpaBiddingScheme. https://developers.google.com/adwords/api/docs/reference/v201809/CampaignService.TargetCpaBiddingScheme
