I tried impersonating the report on my end and I was able to see the data discrepancies between the 2 reports. However, I am afraid that this is expected as the data / statistics of different report types are accumulated at different levels as well. The discrepancies can also be seen in the UI so the data / statistics returned by the Google Ads API is correct. Let me know if you have further questions.
