I wrote this just a few minutes ago, but I ought to amend it:

Yes, having background detail in a headshot of Lincoln could spread attention 
and dilute a certain impact. But if, say, right behind a headshot of Lincoln 
there was a large photo of the slaughtered and strewn bodies at Antietam,   I 
can imagine the picture's having another kind of impact. I failed to stress 
the "desired" enough. It depends on what the photographer hoped his picture 
would do to contemplators.
