Yes, Tocqueville was trying to formulate a middle way between aristocracy and democracy for France. That was the fundamental purpose of his study of American democracy. For Americans, he exposed all of the strengths and weaknesses of our system. We can choose either side and find a perfect Tocqueville quote.
