Your quotation/comment suggests something with real gravitas but happily the writer you refer us to has a keen sense of irony and lighthearted humor.
To a real extent everybody is a critic, naturally. Whatever occurs in your brain is magically preceded by a judgment or something like a belief to then be affirmed or altered as needed, if you have sufficient agility to distinguish yourself from the external reality. In truth when everyone's a critic then everyone is a critic. The real issue is to know who is a good critic. Just as anything can be art or even if anything and everything is art does not tell us what we really want to know. Is it good art? Converse discuss debate, argue yell fight kill and you won't ever obtain or give a convincing answer.
