That’s not going to be a valid line unless it’s preceded by a line that applies it to something.. for instance:
/interface ethernet set [ find default-name=ether1 ] rx-flow-control=on speed=1Gbps tx-flow-control=on Would need a bit more above that line in config to say for sure.
