Antenna gain comes from squeezing the same energy into a smaller space.
So if you connect two 30 degree horns with a phasing harness, then you
now have something smaller than 30 degrees. Same effect as a bigger
antenna. I don't know how you predict what the new pattern looks like,
but I'm betting if you stack vertically you're narrowing the elevation
beamwidth.
The only phasing harness I've seen in real life was four VHF yagis. To
gain 3db on a yagi you'd make it about twice as long, so it must have
been more mechanically feasible to set up 4 yagis in a square than to
make the equivalent jumbo size yagi.

Double the gain or double the power with the 3 dB? Increasing the gain
is going to narrow your beam no matter how you slice it.
