I've made some KMZs and posted them in the respective state FB groups (IL and 
IN so far). I colored them by winner and substituted their DBA when I didn't 
recognize the corporate name.

The bids were organized by block groups but they were actually bidding on the 
census blocks. Sometimes there was more than one block on in the block group. 
The obligation is to cover the bock(s) not the block group.

So how does this work? Some of these census tracts that are covered have some 
pretty dense areas that I'm positive already have at least 50 meg service. If 
the tract is covered you just get to overlay the other networks that are there 
using CAF money? Or does it only cover more rural areas that don't already have 
service?
